This occurrence will happen if the character you used in your upload sheet is not within the range of ASCII characters. A common example of this is a single quotation mark.
Single right side quotation mark -> ’
It is commonly mixed with a quotation mark ('). If these special characters are used in an upload sheet, it will turn into a question mark because it is not being detected by the code that scans through the upload. To avoid this issue, I suggest using only characters that are within the ASCII characters list, as they will have no trouble being scanned by the code.
